Is there a way to get our AP approved on AppStore?

Hi,

We try to get our APP approved, but we are always rejected. Because our APP is not public, they say it is not meant for a wide audience, so it needs to be submitted as a Custom app distribution through Apple Business Manager or Apple School Manager. What I understood about that this distribution method is that we can’t invite our customers to install the APP, they also need an Apple Business account.

Do you have any trick or advice to help me get approved by Apple
