Need to open a new google sheet when someone edits it

A master sheet(a group of people will use this shared sheet) will have some tabulation(format). If someone edits it, the changes should only be saved in a new google sheet. This is my requirement. Please help.

In my humble opinion, you may want to consider droping any idea of creating new Sheets, as it may tedious for any usage actually.

if the concern is about separating user's access, you can use Security Filters.

If the concern is about generating a document based on a template, you may want to use Automation.

You can't create a new Google Sheets document with AppSheet, unless using some Apps Script.

Can you explain further why you need to do such thing?

Yes I wanted to use App Script to create a new sheet. Not sure how. We have a common sheet and that can be edited by few in our team. If they make any changes we will need to save that page as a new sheet. The base sheet is used for the template. we use that now in Excel template functionality. Need to know if this can be done via Google sheets?
