One user should not create record in same date

I am having a timesheet application ,in timesheet table i am having columns
Email ID = Useremail()
ID=UNIQUEID()
From date =WORKDAY(TODAY(),0)

I need to restrict the user to create only one record with today Date
Any suggestion.
