Open File external with action

i’m tried to open a external file to download, but i get an error.
What i’m doing wrong.

i’ve already created an action with this formula:

Concatenate("/visao_Images/Servico_Manutencao-754325/Files/",[_thisrow].[_rownumber],".pdf")
