Pop-Up Message when Sync is in queue

We have a customer that doesn’t recognize when Sync is in queue. At the right bottom it says “Sync [12]” but he doesn’t care So I’m wondering if it’s possible to send him a Notification “Please do a Sync”? For example if there are more than 10 Syncs in queue. Or can I even change the Name of “Sync” when there is something not synced?
