Shopping Cart/Picking List

Is it possible to implement a feature that would allow each unique user to have a picking list/shopping cart that they add items to and a buyer could then process a quote and subsequent order from? 

I have approx. 124 external customers/users that would need to login and add products to a picking list/basket which is unique to that specific customer. 

I have thought about using User settings but if I have a list of customers there is nothing stopping a user from accessing another customers area as such?
