Show list that hasnt entered in related table

how to show some list in detail table that hasn't entered in related table, for more detail check the picture

I have 2 table view, Retribusi, and Retribusi Detail
Retribusi Detail ref to Retribusi table's with isPartOf checked

In retribusi Detail, there is ID Sewa Retribusi Detail's that contained some list about the user for retribusi Detail

my objective is to show list on ID Sewa Retribusi Detail that hasn't inputed in that tables refer to Related Retribusi Detail on Retribusi's Table

for now, i just can select the data that has entried and no, based on list i created on Retribusi's Table

but i want to show ID Sewa Retribusi Detail on Retribusi Detail table only show the list that has not eneterd yet in Related Retribusi Detail table

if my explanation was not clear, i will wrote it on Bahasa
