Suggested Values Displays All Values

I have encountered this strange behaviour when trying to filter options in a drop-down. The list to display should only show the filtered options.
Suggested Value expression with no Valid IF: sources[source_id] this displays all sources as potential choice. As expected
Offline_Sources[source_id] - this should only display the filtered slice of offline sources. It displays those filtered items at the top of the list, then all the other items that are NOT in the slice underneath.
I have attached screenshots of this behaviour.
It is happening in all the app dropdowns. No longer displaying the filtered lists. I have tried conditional expressions & simple slices, nothing helps.
The Test data displayed when using the slice Offline_Sources[source_id] shows the correct filtered values I expect to see in the drop-down. However in the app, as mentioned those values are displayed at the top of the list & then all other values underneath. Any help is appreciated. If this is a bug I will report it.
