The naming in this list is the standard time zone names from windows – https://techsupport.osisoft.com/Documentation/PI-Web-API/help/topics/timezones/windows.html
And looks like “Arabian Standard Time” corresponds to +4:00 GMT.

It would be easier to understand if the list looked like this

Time Zone Id	Base UTC Offset
Afghanistan Standard Time	+04:30
