I have created a table and allowed Show If expression to 'Project Manager' useremail.
I have also created a ENUM with values 'Accept' and 'Reject' for row 'PM Approval'. I also add an Editable If expression [Status] = "Routed to Project Manager" and Valid If = true.
But when I sign in as Project Manager useremail and I click EDIT the 'PM Approval' row shows the 2 options 'Accept' and 'Reject', but regardless of which one I select I cannot SAVE it.
The SAVE button appears and I can see I am selecting it but when I close it it asks me to 'continue editing' or 'discard.

Below is a screenshot of the request detail after EDIT has been selected. When I select APPROVED or REJECTED and I insert PM Comments I select SAVE but nothing happens. Nothing is saved.
What type of view is that? It looks like a detail view with editable columns, but I don't know where the Save and Cancel buttons come from. Please post a screenshot of the configuration of the view shown in your screenshot above.
