User count for prototype app with no user sign-in?

How is the user counted for prototype app with no user sign-in? Since there is no authentication required, will each device login be counted as a user and will it be charged?

If the app requires no authentication then it is considered a Public app.  To confirm it is public, look at the setting shown in the image.

All apps are allowed to have up to 10 test users.  In a public app, because there is no authentication and therefore no way for the app to know who the user is, the app will reflect these users as Guest users - and yes I believe it is by device.

Once the app is deployed, a Public app is allowed unlimited users.  Charges for a Public app are currently $50/month/app.
