format rules applied to all row eventhough have different condition

Hi, so i want to colorize my text according to format
if number <= target, then green text

if number > target, then red text

i created 2 format rules for 1 column

the problem is, i think my formula checks only the first row, and then applied  the format to all row below like in this screenshot

i want each row to have its own condition to check itself with the target number, if below target then green, if more than target then red, did i miss something in the formula or the options ?
