Helping a user to subscribe to Google Colab Pro

We have Google Enterprise. A user wants to use Colab Pro and has tried to subscribe but receives the message "Your Google account isn't authorized to use Google Payments. Please contact your organization's Google Apps administrator. [OR-DDUH-01]"

I have gone onto Google Pay and have tried to add another payment user but I do not see the option to add another payment user (as indicated in help notes) even though I am full admin in our Google Pay and it indicates I should be able to add other users. 

Any advice on how my end user can subscribe to Colab pro? Does he need to create a new Project in GCP for this and set up a billing account? I tried help agents on Google Pay side but they were unable to assist. Thanks

Your account is a Workspace account, and you should be able to resolve it following the directions provided in the troubleshooting page:

OR-DDUH-01: You do not have access to Google Payments. To get access, ask your Google Workspace administrator to turn on Google Payments for your account.

If you are still experiencing problems, refer to the Workspace Support page.

Many thanks, it was a case of just having to switch on Google Pay for the person in question. More simple than I had imagined! Thanks for your help!

This is honestly embarassing, the fact that such a system would not allow for other payment platforms except google pay, and the need for this service to be manually activated for enterprise.
