Unify the sort order of Actions

In the Actions tab, the actions are displayed in order of Action name, but in the Behavior view, they seem to be sorted by created datetime.
Sorting by Action name in both cases would improve UX in application development.
Note that the order set in Rearranging Actions does not affect either of them. (I think this is fine as it is.)
