ssl google managed certificate taking way too long. (4 days now)

it still says:

The Google-managed certificate has been created and Google Cloud is working with the Certificate Authority to sign it

in use by none, failed not visible..

I am trying to create a certificate to use for VM use only and load balancer frontend. Which is a catch 22 because in order to create a load balancer I need a certificate for https/2.

And then I try to upgrade my gcp account to standard to inquire but that hasn't propagated yet so I can't attach a billing admin..

and I need this now! what do i do?

Have tried a certificate using DNS Authorization?

https://cloud.google.com/certificate-manager/docs/deploy-google-managed-dns-auth

You can create and verify it without a Load Balancer, and when (and only when) it's ready, you can attach it to the Load Balancer.
