Disable Windows Hello or set Minimum PIN Length ?

Dear community,

We have enrolled several Windows 10 laptops via GCPW. We can benefit of the OMA-URI; however, we are not able to disable the Windows Hello or set the minimum length for the PIN since we do not have any tenant ID (Azure AD or Microsoft Entra) 🤔 Anyone was able to disable Windows Hello or set the minimum length via GCPW ?
