Link to comment not working in Drive

Has anyone else noticed that the 'link to comment' feature isn't working in Google Drive at the moment? Or knows of a fix? When our users click on 'link to comment' and then paste, it resolves to the folder instead of the comment on the file. Thanks.

Comments need to be linked to content in a Document. If a comment is added to the space between words, it will become nearly impossible to see or locate.
