Storage Full for Google Identity Account

I found a problem when uploading files to my Google Drive account, the problem appears that there is not enough storage space, even though there is still 15GB unused. Warning pop up as shown in the following picture.

@agungbs I think it is a bug which never got fixed (may be they don't want us to use any storage for free) for more info refer to this thread:

@agungbs still its not fixed, disallowing us to use any free data and things.
