Hello, We're currently in a situation where we can not use our Google workspace and purchase a subscription, as we are out of storage. Yet we can not even get more storage or free up storage since we are locked out of our Google Drive, docs, etc. I've emailed support, but they are taking too long to reply. This matter is critical to my organization, as key resources are locked in the suspended workspace. Is it possible for anyone to help with this? This needs to be resolved asap for us. Thank you.

You would upgrade your account through your Admin via admin.google.com (not Drive as you've alluded to). I'm not aware of any scenario where admin.google.com gets blocked due to being out of storage space. Are you able to successfully navigate to and access admin.google.com with a Super Admin account within the G Workspace in question? You will require a Super Admin account (or an account with an elevated admin role).
