We stopped using Google Workspace about 2 years ago and we have re-subscribed to Google Workspace yesterday.
The problem that we are facing is that every time when I (the administrator) tried to access Google admin console, it prompts for SMS verification code even though have to enable the 2-step verification and also recovery email.
Here's the screen that appears when I choose "Admin" icon from the Google Apps option that is located at the top right (in the Gmail screen).
And, it has only 1 way to verify - send the SMS verification code.
This issue is annoying because we just re-subscribed and requires to do lots of configuration.
Appreciate any helps.
Thanks.

It sounds like best practices weren't followed and only 1 option was selected when 2SV was set up . I'm further guessing that phone is not available for you to get the code.
You'll need to look at this KB about recovering your super administrator access: https://support.google.com/a/answer/33561?hl=en

@hwlau Going to the admin panel will always trigger MFA for your accounts. This looks different too like they are seeing a security concern. Did you try the "More ways to re-verify" link? -KAM
When I clicked on the "more ways to verify" link, it only shows "2-step verification phone" option.

Thanks for the solution. I have tried to setup the recovery method. Will see if it works.
I never seem to get this when I only use security keys on my account. It would be advisable to use this especially on your admin accounts
