The basic easy answer is, "Blame the lawyers," because the T&C is different for the accounts and who is the responsible party to allow the opinions, etc. gets complicated. So, personal gmail accounts it is. You see this a lot with Google consumer offerings. -KAM

I used "G Suite legacy free edition for personal use." Since it is "personal use," why not allow Google Opinion Rewards?
"Legacy" really translates to "we're not doing this anymore, and aren't spending any effort at all in improving it."
Google has made a corporate decision that they're just not interested in supporting personal/family/consumer use cases for Workspace, despite much urging from many people over the years. They've never publicly provided any reasoning behind that decision, but it's very clear that they don't intend to go into that market (anytime soon, at least--things of course can always change).
All former G Suite domains are considered to be Workspace domains.

Because I still cannot comprehend why this is not allowed (yet). It makes no sense, at least for me.

The thing to realize about Google is that itโs not so much a single company as it is a collection of warring fiefdoms. When you start talking cross-product interactions/integrations, the logic frequently goes completely out the windowโฆ.
(And please note that I do not and never have worked for Google, I'm just a customer like just about everyone else here, these are just my observations after having worked with Google for many years....)

You misspelled my first name. ๐ I just hope that a Googlerโor even several Googlersโwill notice this topic, acknowledge it, and be willing to address this situation. I'm a man of good faith, and I truly hope something can be done to fix this. ๐ค
To extend the several answers that have already been provided here, this is obviously a business decision that Google made. Itโs just not something that theyโre offering.
