can't add workspace users despite having a flexible/Business Standard plan with 300 licenses, and actually only 115 licenses

soluzionetasse, it might be helpful to give what error message you are receiving when trying to add another user and what technique you are using from the https://support.google.com/a/answer/179832?hl=en webpage (which is adding one at a time or adding a bulk). {I don't know the answer myself but will say if you don't get an answer here in a timely manner, you may want to try the Admin one on one support option which is talked about in https://support.google.com/a/answer/1047213?hl=en}. 

The error message is: "No license available for new user You have reached the maximum limit of 115 users for Google Workspace Business Standard. Contact support for any changes."

But is not true, because the business standard plan limit is 300 user/license, and we have a flexible plan!

we have already contact the google support 1 month ago, like everyday and in every way: phone, chat, mail, ticket, but they don't resolve or respond to our problem and we still unable to use what we pay

I can confirm that 300 users for the Business Standard is the amount that is the max according to https://support.google.com/a/answer/33387?hl=en
I know you said you had a flexible plan but did you by any chance try to through the above article and act like you had an annual plan so meaning trying to go into admin console, go to billing, click on manage subscriptions and see if by any chance there is a way to "purchase more"?

In Google Workspace, you can't create more users than the amount of licenses bought.
Maybe you have created users and remove their licenses.
This will count to your maximum users count.
Go to the users panel and download the info of all user, filter the field of the licenses to have sure that all users have licenses.
If you have users without licenses, delete them and try again to create new users after that.

I've the same problem !  I can't add licences to our Business Starter ! Actually, we have only 50 licences activated.

In order to resolve this issue, I would request you to purchase additional Google Workspace licenses or contact Google support to add Cloud Identity Free licenses for your organization.

Quick question, do you have, by any chance, "Google Cloud Identity Free" enabled on your Workspace account? If so, this could be the culprit. If that's the case, let me know and I can tell you how to resolve this. 

We use Google cloud identity and have the same issue as described above.  Any ideas?

Yes. Unfortunately, Cloud Identity Free license cap doesn't automatically increase. When Cloud Identity Free licenses are automatically applied to users and you reached your cap, you can't add new users at all. It's an old problem Google never fixed. 

What you will have to do is request an increase of the Cloud Identity license cap from Google. To do that, fill out this form:

https://support.google.com/a/contact/cloud_id_increase

You can leave the "Project ID" field empty. Make sure you request enough (safe bet is to request at least twice as many as you have Google Workspace licenses).

@soluzionetasse are you working with a Google Partner?  If so they can apply a cap on the number of licences, so if you are working with a partner then ask them to lift the cap.
