I've come across this information during my search, but there are no details: "Labels cannot be applied to folders or shared drives at this time."
Does this mean you can't use labels on files that are in a shared drive?

Drive labels can be applied to files, not shortcuts, folders or drives (a shared drive is essentially a folder that's organized as a separate drive in Google Drive).
The only files labels can't be applied to are those owned by an external user or organization.

I'm saying this without actually knowing if the answer to your question is in the latest NDAed roadmap, but if you don't already have access to that roadmap, you might want to request it.
